SWAN9: Local Infrastructure
The Neighbourhood Plan identifies the following local infrastructure priorities for the investment of Community Infrastructure Levy receipts in Swanage:
- Community-led affordable housing development
- Town centre and seafront improvements
- Sports, leisure and cultural facility improvement
These priorities will guide the Town Council when allocating CIL receipts, ensuring that investment supports the delivery of sustainable development within the parish. Where appropriate, the Town Council may also allocate CIL funds to other infrastructure projects or initiatives that are necessary to address the impacts of development within the parish:
- The provision, improvement, replacement, operation, or maintenance of infrastructure needed to support development.
- Anything else that helps to address the impacts of new development.
- This policy implements National Decision-Making Policy S2 on spatial planning by identifying important local infrastructure improvements as priority investments for S106 financial contributions and the Community Infrastructure Levy (CIL) charged in the town. It also complements PLP Policy I1 on developer contributions by providing the basis for how CIL and S106 will be used to fund strategic infrastructure projects, including various habitat mitigation measures, coastal management and locally the Swanage to Wareham rail reconnection, which the community continues to support.
- In Swanage itself, the three most important local priorities are delivering genuinely affordable housing for the local community, bolstering the town centre and seafront, and improving the quality and capacity of the town’s sports, leisure and cultural offer to residents and visitors. The Town Council’s 25% element of the CIL may be £1.5m over the plan period based on the Plan’s development proposals at the 2025 charging rates. The Town Council will encourage Dorset Council to also allocate CIL monies generated from development in the town to these priorities.
