SWAN1: A Spatial Plan for Swanage
- The Neighbourhood Plan defines the Swanage Settlement Boundary, as shown on the Policies Map for the purpose of applying National Decision-Making Policies S4 and S5.
- The Neighbourhood Plan provides for the delivery of approx. 307 homes in the period to 2043, comprising the sites allocated within and adjoining the Settlement Boundary in Policy SWAN2. Additional homes may be delivered through windfall schemes on suitable sites within the Settlement Boundary.
- This policy firstly defines a settlement boundary for the town to show where national policies S4 and S5 on development inside and outside the town will be applied. Those policies set out the principles for focusing new development in existing urban areas but allow for development in the surrounding countryside in certain circumstances.
- The second part of the policy sets out the scale of development planned for within the settlement boundary over the plan period. This comprises only sites allocated in policies SWAN2 and SWAN5 but there will be ongoing, unplanned ‘windfall’ schemes approved during that time that will provide additional homes, jobs and services. Importantly, 60% of this growth is on brownfield sites within the town’s built-up area, thereby minimising its effects on the National Landscape countryside. The settlement boundary defined in the PLP has been modified to incorporate sites allocated in Policy SWAN2.
- As a result, the town’s overall housing stock will increase by 10% (and its population to almost 11,000). In combination with the PLP Policy H14 on second homes, the plan should reverse the decline in the town’s primary resident population over the last two decades. It will also make a step change in the delivery of genuine, community-controlled, affordable homes that would not be possible any other way.
